This is the center of the first civil government in the Philippines (February 13, 1901). According the the research, Bacolor was one of the most civilized and progressive place even before the colonization Spaniards. Ferdinand Blumentritt lead Spanish discovery Baculud(original name of of Bacolor which means high and plain land) were it was settled by the Malaya (freemen) from Ajeth, Sumatra in the leadership of Panday Pira.

Some historian believes that it was established in 1576 by Guillermo Manabat. The name “Baculud” was changed to Bacolor when Spaniards settled there in the year 1754. There it became the capital of Pampanga.
